He lays up sound wisdom for the righteous and is a shield to those who walk uprightly. What does it mean to "lay up" sound wisdom?
Lay up is the word "tsaphan" that means; to hide, to cover, to hoard, to reserve, to deny, to protect, to lurk, to lay up, privately, secret place.
This word is first used in Scripture in Exo 2:2 where Moses' mother hid him for three months so that Pharaoh would not kill him. Later on this word is used in Jos 2:4 where Rahab hid the two spies and in Psa 119:11 we see that YHVH's Word should be hidden in your heart so that you will not sin against Him. This shows us that "to hide" something or someone is to protect and preserve it from harm, perversion or destruction.
YHVH wants us to guard His Commandments, to hide and protect it from the enemy so that it can be pure and undistorted for the next generation. People sometimes say that you cannot trust the Bible because it has been changed throughout the ages. Is this the case, can we trust the Word of YHVH with confidence?
We see in Prov 2:7 that YHVH "lays up" or hides/protects/preserves wisdom for the righteous so that His Word (sound wisdom) will be undefiled till the end. Moses represents the Torah and Moses' name is regularly used to refer to the Torah/Law in the Gospels Rom 10:19, 1Cor 9:9, 2Cor 3:15.
2Co 3:15 But until this day, when Moses (Torah/Law) is read, the veil is on their heart.
Exo 2:2 shows us that YHVH is like the "Mother" who protects and hides His Torah (Moses) form the hands of the enemy and this gives us the assurance that His Word/Torah will be undefiled until the Last days.
There is a curse YHVH spoke over the man who add or remove one word form His Torah:
Deut 4:2 You shall not add to the Word which I command you, neither shall you take away from it, so that you may keep the commands of YHVH your Elohim which I command you.
Rev 22:18-19 For I testify together to everyone who hears the Words of the prophecy of this Book: If anyone adds to these things, YHVH will add on him the plagues that have been written in this Book. (19) And if anyone takes away from the Words of the Book of this prophecy, YHVH will take away his part out of the Book of Life, and out of the holy city, and from the things which have been written in this Book.
Judah or the Jews are appointed to guard and teach the Torah until Sheole (death or the end) comes Gen 49:10.
Gen 49:10 The scepter shall not depart from Judah, nor a Lawgiver from between his feet, until Shiloh come. And the obedience of the peoples to him.
The Jews / Scribes had and still have the responsibility to copy the Torah Scrolls with accuracy by hand and if they make one mistake, they destroy the Torah Scroll and start over again. Every word, every jot and tittle is copied exactly the way it was written in the beginning to ensure the accuracy and correctness of each Torah Scroll. YHVH anointed and appointed the Jews to fulfil this function and they have done that religiously for thousands of years, preserving YHVH's Word. You can be assured and know with confidence that The Word of YHVH is still pure and can be trusted because YHVH protects it throughout the ages so that His Word will be trustworthy, undefiled and pure for all the Generations to come till the end of time.
